The market has moved beyond demonstration

More than 9 GW of offshore wind was grid-connected in 2025, taking the operating fleet to 92.5 GW. China contributed 6.6 GW of the year’s additions. The technology is now a repeatable source of utility-scale power, even as project economics vary sharply by seabed, water depth, distance to shore and local supply-chain requirements.

GWEC says more than 50 GW is under construction. That construction figure is more useful than the much larger early-stage pipeline because it represents projects that have cleared more of the commercial, permitting and procurement gates.

The next decade is large—but conditional

GWEC’s market outlook indicates that 327 GW could be added over the coming decade, with annual installations expected to accelerate after 2026. The organization also identifies roughly 25 GW as ready to build.

The word ‘could’ is doing important work. Offshore projects carry long lead times and concentrated construction risk. A delay to a vessel slot, export cable, onshore substation or revenue contract can move billions of dollars of capital and shift commissioning by years.
